I can tell you that he's very thorough when it comes to contracts. He does not seem to go into anything lightly. And from what I can tell, he's very protective when it comes to Edward Nygma.
No, he has no association to the Haus of Cobra.

His own mind, as far as I can tell.
He's quick to defend him if he thinks Mr Nygma is being wrongfully put upon.
I know of him. I don't know him personally. Steve Rogers would be a better character witness for Edward Nygma, honestly. But, as far as I know he's honest enough. He's our town's morgue attendant.
