The plague is already over - it ran it's course over a single summer and wiped out close to 90% or more of the population. The threat we were dealing with was something different. Something darker.

Randall Flagg. The Dark Man. He haunted all of our dreams during and after the plague.

I'm not 100% clear on that, I think it had something to do with a second dome that appeared out of the multiverse.

He's gone now. The mayor and some woman managed to drive him off. I guess they got some advice from a ghost.
