I know who Kira is, and I believe that what they have done has been to protect New Dodge and the people that they care about.

However I've reviewed the town laws and I don't think I can talk then into surrender if the only option is exile and almost certain assassination.

You do. That's...good, actually. That someone knows. Don't tell me until I talk to the council. Especially about those town laws, I think you're right about that and I'd rather not see them fall into the hands of Black Door.

This isn't a bad person, not really, but they are very alone in this and I don't feel that they should be.

Which I suppose means that whoever they know and are protecting doesn't know about this.
