There are plenty of qualified mission planners - people who can handle logistics, building a crew and most important, keep them safe. The Council should look into recruiting them to assist the next time something comes up to help with the planning.

Near as I can tell no one person did which is why we were lucky no one died.
The Council needs a logistical team - people who have experience in planning risky missions to make sure everyone comes home alive.
