Good question.
Near as I can tell no one person did which is why we were lucky no one died.

The Council needs a logistical team - people who have experience in planning risky missions to make sure everyone comes home alive.

Perhaps that's something the emergency team can work on. Maybe the council needs to consider letting people not on the council onto it.
